A cloudburst caused a flash flood in the northeastern state of Sikkim on Wednesday, resulting in the loss of 23 Indian troops, a defence spokesperson confirmed.
Near Gangtok, the state capital, located along the border with China, rain lashed a valley about 150 kilometers north.
According to the city of Guwahati spokesperson, "some army establishments along the valley were affected.".
Some vehicles were submerged by rising water after a dam released water, according to the spokesperson.
An army official, speaking on condition of anonymity, told Reuters that rescue operations were being hindered by intermittent rain and thundershowers.
