The Kingdom of Bahrain has urged the need to address the significant threat arising from the diversion, illicit trade, and misuse of small arms and light weapons, as these activities contribute to the escalation of conflicts, exacerbate violence, and jeopardize the stability of nations.
Ambassador Jamal Fares Al Rowaiei, the Permanent Representative of the Kingdom of Bahrain to the United Nations, made this call during his participation in the open debate held by the UN Security Council on "Addressing the threat posed by diversion, illicit trafficking, and misuse of small arms and light weapons and their ammunition to peace and security."
In his address, Al Rowaiei emphasized that the illicit trade in small arms and light weapons fuels terrorism, organized crime, and armed violence. Consequently, effectively addressing these challenges is not only a moral obligation but also a practical necessity to build a safer and more secure world for present and future generations.
Ambassador Al Rowaiei underscored the importance of distinguishing between combating the illicit trade in small arms and light weapons and the legitimate trade in conventional weapons among governments. He affirmed the legitimate right of countries to meet their needs for conventional weapons in accordance with Article 51 of the United Nations Charter.
He highlighted the crucial need to enhance the exchange of intelligence information, expertise, and resources necessary to effectively combat illicit arms trafficking. Additionally, securing countries' land and sea borders is essential, given the cross-border threat of illicit trafficking in small arms and light weapons.
Ambassador Al Rowaiei pointed out Bahrain's active participation in regional and international initiatives to confront challenges associated with the illicit trade in small arms and light weapons. He also highlighted Bahrain's efforts to strengthen partnerships with countries and competent regional and international organizations on responsible arms trade practices, aiming to bolster collective efforts in preventing the diversion of small arms and light weapons.
Moreover, Al Rowaiei emphasized Bahrain's initiatives to strengthen border control by taking robust measures to intercept and prevent illegal arms transfers, thereby disrupting supply chains supporting criminal networks.
The Kingdom's Permanent Representative to the UN emphasized that addressing the threat posed by the diversion, illicit trafficking, and misuse of small arms and light weapons requires a comprehensive and cooperative approach, taking into account the specificities of countries, geographical regions, and national capabilities.
